Free isn't the issue here, geographical restrictions are. Downloadable content, be it movies, music, or books, are almost always only allowed to be sold to people in that country. The entertainment industry's logic here is basically: Would you go see a movie in your native country if you could download it from a foreign source months before it came to your local theater? In that case the money for the sale of the move goes to the foreign distributor and the one in your country is potentially out both the sale of a ticket and the sale of the download. Shipping a physical copy is different because you've been able to do that since long before the internet.
