It looks like henna, which is a type of temporary tattoo found in India. I had henna painting done on my hand once and it lasted for about two weeks before I had to wash it off. (But it depends on how often you shower/wash your hands. Since I had a piano recital, I had to scrub my hand like crazy until it faded, so it would have lasted longer had I not done that.)

My young friend Alisha Janardanan is kind of interested in henna. I've mentioned the very same Irish blondhead to her in my visits to her house.
