I just saved a new picture as my wallpaper. But for the life of me, I can't figure out how to post an image from my hard drive onto a forum topic. Help please?

First you need to sign up with one of the free hosting services (photobucket). Then upload your image to them. Once you do that you'll see some links below the image to use in the forum. Just cut and paste the link.
